2023 Resolution
Approved by the Pastors and Delegates meeting in Annual Session at Tri-State Bible Conference, Montague, NJ, August 2, 2023.
Resolution on Pride Month and Current LGBTQ+ Issues
Endorsement of the LGBTQ+ community has reached an all-time high in the public, economic, and religious life of the United States. On June 10th, 2023, President Joseph Biden welcomed hundreds of people to the South Lawn of the White House in a gesture of solidarity with the LGBTQ+ community.1 First Lady Jill Biden announced that the event was not just a “reception” but an event “celebrating ... America’s LGBTQ families.”2 In addition, acceptance of gay marriage in the nation at large has increased at an astonishing rate, with some public opinion polls showing that support “has doubled since the late 1990s to more than 70%.”3
In spite of recent backlash, corporate America has dramatically increased its support of transgender activism, with “more than 80 companies ... demanding that North Carolina repeal a law that limits bathroom options for transgender people.”4 Most tragically of all, the appearance of rainbow flags flying above churches or posted on church signs are a vivid reminder of the growing affirmation of the LGBTQ+ agenda among mainline denominations.5 No sphere of public life has been ignored. Increasingly, our children are being exposed to sexually explicit content and gender ideology in public as well as private life.6
Despite the rapid changes in 21st-century American society, God has not changed His mind on this issue. In Gen. 19:24-29, the Lord brought catastrophic judgment upon the people of Sodom and Gomorrah for their homosexual lifestyles. The prophet Ezekiel condemned not only the affluence and apathy of Sodom, but also her “abominations” (Ezek. 16:47, 49-50; Jude 7). God denounces the sin of homosexuality in the strongest of terms in Lev. 18:22 (See also Lev. 20:13), and commands His people to maintain the distinction between male and female in Deut. 22:5.
Our Lord cites the Old Testament regarding marriage, gender, and human sexuality in Matt. 19:4: “He which made them at the beginning made them male and female.” The Apostle Paul declares in Rom. 1:26 that God brought judgment upon unbelieving Gentiles by giving them up to “vile affections” (homosexual behavior). Those who unrepentantly practice such behavior, according to 1 Cor. 6:9-10, will not inherit the kingdom of God. In 1 Tim. 1:9, Paul includes among the “lawless and disobedient” those “that defile themselves with mankind” (a term referring to homosexual behavior). The remedy for those who commit such sins is the same as it is for all of us who were lost in sin before conversion: “repentance toward God, and faith toward our Lord Jesus Christ” (Acts 20:21; see 1 Cor. 6:11).
Therefore, the Fellowship of Fundamental Bible Churches, meeting in Annual Session at the Tri-State Bible Conference, in Montague, NJ, on August 2, 2023, resolves to proclaim biblical truth courageously regarding issues of gender and human sexuality, especially in the face of increasing societal pressure to give affirmation to sinful behavior which God clearly condemns. We also resolve to be compassionate in reaching out to those in bondage to such sins, trusting in the power of the Gospel of Jesus Christ to transform the hearts of sinful men.

2022 Resolutions
Approved by the Pastors and Delegates meeting in Annual Session at Tri-State Bible Conference, Montague, NJ, August 1-4, 2022.
There have been more than sixty million abortions since the landmark Roe v. Wade decision in 1973. In 2022, the Supreme Court reversed this decision in Dobbs v. Jackson Women's Health Organization, holding that the U.S. Constitution does not confer a right to abortion, and sending the issue of abortion policy back to the states.
First of all, we as believers rejoice in the Dobbs decision. We understand that civil laws are necessary for restraining man’s sinful nature, and we pray that this decision will save many lives. We commend the conservative members of the U.S. Supreme Court for having the courage to produce a decision that is, unfortunately, a highly controversial one at this point in our nation’s history.
At the same time, we recognize that this decision falls short of broader protections for the unborn. Moreover, our nation needs more than legal remedies. The only hope of individuals and nations is the transforming power of the Gospel of Christ and heartfelt submission to the principles of God’s Word. In light of these truths, we affirm the following:
That man was created in God’s image, and designed to walk in eternal fellowship with Him (Gen. 1:26-28);
That God, the Author of life, places special value upon human beings as His image-bearers (Ps. 139);
That children are a gift from the Lord (Ps. 127:3);
That Scripture condemns the unlawful destruction of human life (Gen. 9:6; Exod. 20:13; Prov. 6:17);
That human life begins at the moment of conception (Ps. 51:5; Jer. 1:5);
That believers have a solemn duty to protect innocent lives (Prov. 24:11-12);
That believers must prioritize the preaching of the Gospel above participation in political endeavors, good and righteous though they may be.
Therefore, we, the Fellowship of Fundamental Bible Churches, meeting in Annual Session at the Tri-State Bible Camp, in Montague, New Jersey, August 1-4, 2022, do affirm our commitment to the biblical truth of the sanctity of human life by renewed efforts in prayer, proclamation of the Word, and participation in civil government as an expression of the lordship of Christ over every sphere of life.

2021 Resolutions
Approved by the Pastors and Delegates meeting in Annual Session at Tri-State Bible Conference, Montague, NJ, August 11, 2021.
Resolution #1 – On Support of Israel
Whereas, over 4,000 years ago the LORD appeared to Abram he was in Ur of the Chaldees to call him away from his home and family to go to the land of Canaan (Genesis 11:31–12:4, Acts 7:1-3 and;
Whereas, Abram obeyed the call of God and went to Canaan, yet at that time did not receive it as a possession (Acts 7:5) and;
Whereas, the LORD promised Abraham that He would give it to him as a possession, and to his seed after him as an everlasting possession (Genesis 17: 6-8, Acts 7:5) and;
Whereas, the LORD narrowed that promise to Abraham’s son Isaac (Genesis 17:19, 26:1-4) and finally to Abraham’s grandson Jacob, whose name God changed to Israel, and to Jacob’s seed (Genesis 35:10-12);
Therefore, be it resolved that we, the Fellowship of Fundamental Bible Churches, meeting in Annual Session at the Tri-State Bible Conference in Montague, NJ on August 9-12, 2021:
1 – that we fully support the God-given right of the nation of Israel to exist and possess the land in which the people of Israel now dwell; recognizing the land God promised them far exceeds their current borders (Genesis 15:18-21);
2 – that we decry and condemn anti-Semitism in any way and at any time;
3 – that we defend the right of the nation of Israel to defend itself politically, diplomatically and militarily;
4 – that we do not intend this resolution to imply that the FFBC approves every aspect of the life and practice of the Israeli people or government;
5 – that we support and will pray for Israel’s safety and security, and especially for evangelistic efforts in Israel and around the world to awaken the people to the truth that Jesus Christ is their Messiah, that He died for their and that He will come again in fulfillment of God’s promise to them and world.
Resolution #2 – Against Critical Race Theory
Whereas, the Holy Scriptures, which are inerrant and infallible, the ultimate standard of faith and practice, and are fully sufficient to address the pressing problems of the individual and of society and
Whereas, God is the Creator and Judge of all men, who sent His Son Jesus Christ into the world to die for the sins of the world, providing forgiveness for men of every tribe, tongue, and nation; and
Whereas, God, in demonstrating the riches of His grace, has reconciled all those who have placed their faith in Jesus Christ, both Jew and Gentile, in one body by the cross (Ephesians 2:16), thereby bringing peace; and
Whereas, those who have trusted Christ as Savior are called to fidelity to the Word of truth, having been warned of those who would “spoil you through philosophy and vain deceit, after the tradition of men, after the rudiments of the world, and not after Christ” (Colossians 2:8); and
Whereas, Critical Race Theory (along with the Social Justice movement and Black Lives Matter) finds its roots in Marxist ideology, which espouses atheism and dialectical materialism, tenets which are antithetical to “the faith which was once delivered unto the saints” (Jude 1:3); and
Whereas, Critical Race Theory uses Marxist categories to distort biblical truth, utilizing the dichotomy of the oppressor and the oppressed in the context of racial and ethnic differences, obfuscating biblical truths which proclaim the sinfulness of all men and the necessity of the new birth through faith in the finished work of Christ; and
Whereas, Critical Race Theory emphasizes the collective guilt of society at the expense of individual responsibility; and
Whereas, Critical Race Theory exalts the use of power to achieve its objectives, in opposition to the model of servant-leadership exemplified in the teachings and example of our Lord Jesus Christ;
Therefore, be it resolved that we, the Fellowship of Fundamental Bible Churches, meeting in Annual Session at the Tri-State Bible Conference in Montague, NJ on August 9-12, 2021, do condemn Critical Race Theory and similar ideologies (Black Lives Matter, Social Justice Movement, etc.) while fulfilling the Great Commission to “all nations, and kindreds, and people, and tongues” until the return of our Lord Jesus Christ.
2020 Resolutions
Approved by the Pastors and Delegates meeting in Annual Session at Tri-State Bible Conference, Montague, NJ, August 11, 2020.
Resolution #1 – On Racism
The death of George Floyd in Minnesota on May 25th of this year elicited shock and grief from a nation already reeling from the coronavirus pandemic and its effects. Old questions and new controversies concerning race relations were, once again, brought to the forefront of the American consciousness. In light of these events we, as historic Bible-believing Fundamentalists, affirm the following:
Additionally, we reject worldly solutions to the problem of racial strife and injustice. The modern social justice and Black Lives Matter movements are intertwined with Critical Race Theory[1] and Intersectionality[2], which espouse Marxist doctrine based upon the philosophies of scientific naturalism and secular humanism. We believe that the church of God must repudiate such movements which seek to undermine the Judeo-Christian tradition in American life, denigrate the traditional family unit, and promote instability and lawlessness in American society.
We, the Fellowship of Fundamental Bible Churches, meeting in Annual Session at the Tri-State Bible Conference, in Montague, NJ on August 11, 2020, do exhort our churches to approach the issue of race relations in a careful and compassionate manner, to realize the root issue with any conflict is the sinful human heart with its solution being found in the gospel of Jesus Christ, to repent of and confess any hateful or racist attitudes within our own hearts, and to stand with courage upon the unshakable foundation which Scripture has provided.

[1] “CRT recognizes that racism is engrained in the fabric and system of the American society. The individual racist need not exist to note that institutional racism is pervasive in the dominant culture. This is the analytical lens that CRT uses in examining existing power structures. CRT identifies that these power structures are based on white privilege and white supremacy, which perpetuates the marginalization of people of color.” (from UCLA’s School of Public Affairs… https://spacrs.wordpress.com/what-is-critical-race-theory/).
[2] “Intersectionality came out of Critical Race Theory and was developed through the work of leftist Law Professor Kimberlé Williams Crenshaw in a 1989 paper. While some have called CRT a “cult of white resentment,” Crenshaw maintains that it is a “philosophical framework that has come to dominate progressive activist thinking. Intersectional theory teaches that people are discriminated against because of multiple sources of oppression such as race, class, gender, sexual orientation, etc., that intersect in a person’s life, putting them at risk for greater oppression. When multiple sources of oppression intersect, greater discrimination occurs, according to her theory.” – Source: Article (6-27-2019) by Rudy Gray of baptistcourier.com.
Resolution #2 – The Relationship of Christians to Civil Government
Whereas, all civil government is setup and removed by God and ultimately accountable to Him (Daniel 2:21; Romans 13:1);
Whereas, even bad civil government is better than no civil government at all, due to the fall and enduring sin nature of all men (Romans 13:3-4);
Whereas, the duties of all Christians to civil authorities include giving them our submission (Romans 13:1-5; 1 Peter 2:13-14), our honor and respect (Exodus 22:28; 1 Peter 2:17), the timely payment of our taxes (Matthew 22:17-21; Romans 13:6-7), our prayer as model citizens (1 Timothy 2:1-2), and possibly serving in a political office to be an influence for good (Matthew 5:14-16; examples of Joseph, Esther, Daniel, Nehemiah);
Whereas, God is the final authority of every believer (1 Chronicles 29:11-12; Psalm 103: 19; 115:3; Isaiah 45:18; Daniel 4:35; Ephesians 1:11);
Whereas, Christians may at times find it necessary to disobey their civil authorities in order to obey God’s commands or to avoid doing what God forbids (Matthew 22:21; Acts 5:29); and
Whereas, the consciences of individual believers and Christian leaders will result in a spectrum of legitimate applications of the biblical principles articulated above (Romans 14:2);
Therefore, be it resolved that we, the Fellowship of Fundamental Bible Churches meeting in Annual Session at
the Tri-State Bible Conference, in Montague, NJ on August 11, 2020:
2019 Resolutions
Approved by the Pastors and Delegates meeting in Annual Session at Tri-State Bible Conference, Montague, NJ, August 12-15, 2019.
Resolution #1 – On the 80th Anniversary of the Fellowship
Eighty years ago, in 1939, a group of fundamental pastors and laymen from 34 churches in the Eastern Conference of the Methodist Protestant Church walked out of a meeting intended to form the liberal Methodist Church. These pastors formed the Bible Protestant Church, which in 1985 was renamed the Fellowship of Fundamental Bible Churches.
In recognition of the eightieth anniversary of the founding of this body, we the pastors and delegates of the FFBC, meeting in annual session at Tri-State Bible Camp, Montague, NJ, hereby formally resolve to continue on in the faithful ministry of the truth that God has graciously entrusted to us and to hand on to the next generation the heritage that we have inherited. “And the things that thou hast heard of me among many witnesses, the same commit thou to faithful men, who shall be able to teach others also” (2 Timothy 2:2).
2018 Resolutions
Approved by the Pastors and Delegates meeting in Annual Session at Tri-State Bible Conference, Montague, NJ, August 13-16, 2018.
Resolution #1 – Pray the Lord of the Harvest
In Matthew 9:37 Jesus states, “The harvest truly is plenteous, but the labourers are few;” The “harvest” refers to the fact that people will get saved. The picture given to us in this passage is that of a farmer’s field, filled with crops and ready for harvest. This picture is rightly understood as the world and the people in our world that need to be saved.
Jesus, in Matthew 9:38, clearly identifies the need for “labourers” for His harvest. This instruction agrees with the instruction in Romans 10:14-17, which reminds us that “faith cometh by hearing” and people will not hear “without a preacher.”
Jesus goes on in Matthew 9:38 to command us to “Pray . . . the Lord of the harvest, that he will send forth labourers into his harvest.”
We acknowledge that Matthew 9:37, 38 does not diminish or conflict with the Great Commission (Matthew 28:18-20), where we are challenged to go into all the world to teach the gospel, baptize and disciple. This is the responsibility of individual believers and the church today.
We, the Pastor’s and delegates attending the Fellowship of Fundamental Bible Churches Annual Conference, August 13-16, 2018, strongly encourage the individuals and churches in this Fellowship to faithfully follow this unique command from Christ Himself and “Pray . . . the Lord of the harvest, that he will send forth laborers into his harvest.” More time in prayer is the starting point for the spiritual needs of mankind and for the lack of “labourers” in our nation and world.
Resolution #2 – To God Be The Glory - Let Your Light Shine
We are concerned by the current Christian trend of purposeful conformity to the world. The majority of professing believers intentionally minimize the message of the cross in an effort to avoid offending unbelievers. In an effort to lead others to the narrow way, many seek to live lives characterized by the broad way. We observe that it has become standard for American Christians to prize an appearance relevance and tolerance above a life of obvious holiness and consecration.
As a fellowship of New Testament believers who are humbly seeking to live like Christ . . .
Resolution #3 – Commending the Supreme Court of the United States
The main functions of the Supreme Court are to 1)Settle disputes between States, 2) Hear appeals from state and federal courts, and 3) Judicial review, to determine the constitutionality of federal laws.
The court recently decided several cases in favor of religious freedom. Below is a short synopsis of threee of these cases.
1)No 17-742 SAUSE V BAUER June 2018
In this case the petitioner asserted a violation of First Amendment rights to the free exercise of religion. In this particular case the petitioner claimed that she was refused the opportunity to pray. The Court’s opinion stated specifically, “There can be no doubt that the First Amendment protects the rights to pray. Prayer unquestionably constitutes the ‘exercise’ of religion.”
2)No 16-111 MASTERPIECE CAKESHOP V COLORADO CIVIL RIGHTS COMMISSION June 2018
In this case the petitioner contended that requiring him to create cakes for same-sex weddings would violate his right to the free exercise of religion protected by the First Amendment. The Court agreed stating, “The Colorado Civil Rights Commission violated the State’s duty under the First Amendment not to base laws or regulations on hostility to a religion or religious viewpoint. The government, consistent with the Constitution’s guarantee of free exercise, cannot impose regulations that are hostile to the religious beliefs of affected citizens and cannot act in a manner that passes judgment upon or presupposes the illegitimacy of religious beliefs and practices.”
3)No 16-1140 NATIONAL INSTITUTE OF FAMILY AND LIFE ADVOCATES V BECERRA June 2018
In this case the State of California enacted the California Reproductive Freedom Accountability, Comprehensive Care and Transparency Act (FACT ACT). This Act required a posting of State provisions for free and low cost prenatal care and abortions for eligible women. This posting was required on all pregnancy centers including faith-based crisis pregnancy centers. In a 5-4 decision the court stated that the California FACT ACT was a state-mandated disclosure and that such disclosures were compelled speech which violated the First Amendment. Therefore, faith-based crisis pregnancy centers did not have to post state provisions which would include abortions.
It is refreshing to see the United States Supreme court, the highest court in our land, making recent decisions in favor of religious freedom. Our country was founded on religious principles and as a Republic put forth a constitution protecting the rights of all individuals. “In 1776, America’s Founders gathered in Philadelphia to draft the Declaration of Independence, which dissolved the political ties that had bound the American people to Great Britain. Eleven years later, in 1787, after American Patriots had won our independecnce on the battlefield, many of the men who had met earlier in Philadelphia, plus others, met there again to draft a plan for governing the new nation, the Constitution of the United States. In 1789, after the plan had been ratified, the new government was established.” (Pocket Constitution 2004, Cato Institute, page 1)
Articles II and III of the Constitution authorized the Supreme Court. The Court met for the first time in 1790. Of its many characteristics, the court’s authority with regards to constitutionality of legislation was declared in 1804 through Marbury v. Madison.
The Fellowship of Fundamental Bible Churches, meeting at our annual conference in Montague, New Jersey, on August 13-16, 2018, commends the Supreme Court for its most recent decisions. These decisions maintain the integrity of the Constitution by applying its truths to the cases that came before it. The First Amendment is very clear in regards to the free exercise of religion. The present seated members of the Court have shown their resolve that the First Amendment means what it says and have adjudicated accordingly.
We would further like to commend President Trump for his Supreme Court nominees who strengthen the resolve to apply and uphold the Constitution correctly.
2017 Resolutions
Approved by the Pastors and Delegates meeting in Annual Session at Tri-State Bible Conference, Montague, NJ, August 7-10, 2017.
Resolution #1 – Here We Stand – 500 Years Later
This year marks the 500th anniversary of the Protestant Reformation. It began in 1517 when Martin Luther, a German monk, nailed his ninety-five Rome-challenging theses to the door of the church in Wittenberg, Germany as a public invitation for scholarly debate on the subject of indulgences. This action would be the spark that ignited a reformation. Luther’s studying of the Scriptures led him and other reformers, like Calvin, Zwingli, and Knox, to protest and stand up against the false teachings, superstitions, and moral decadence of their times. The light of the glorious gospel and God’s precious Word would pierce the millennium-old darkness of the Church of Rome. The famous five “solas” became the unifying cry of the great reformers. “Sola Scriptura,” that is “Scripture alone,” was the foundation that set the tone for the Protestant Reformation. These men believed that Scripture alone is our absolute authority for faith and practice.
Now, 500 years later, we give thanks for our Christian heritage, which includes the Reformation, and we seek to continue to stand on the fundamental, scriptural truths that guided this great move of God. While we are not a “reformed” fellowship of churches and could articulate areas of disagreement with the reformers, we are grateful for those individuals who stood upon the essential doctrines of God’s Word and the true gospel of Jesus Christ. We boldly believe and proclaim that people are saved by grace alone, through faith alone (Romans 5:1), by Christ alone (Acts 4:12), as revealed in God’s Word alone (Romans 10:17), and that this all results in glory to God alone (Ephesians 1:6). Neglecting or rejecting these truths only leads us back into darkness, even greater darkness.
Therefore, we, the Fellowship of Fundamental Bible Churches, ask God to let our lives and churches be modern-day demonstrations of the transforming power of the Word of God leading to the exaltation of our great God in the places He has called us to serve. May God help us to connect the right scriptural beliefs of the Protestant Reformation to right, holy living. We also ask God to embolden us to risk, like the Reformers, when it comes to declaring God’s Word in this world where many people still have never heard and others are turning to false gospels for their eternal salvation. Finally, we ask God to let us taste of some of the great revivals that swept through churches and lands as a result of the Reformation.
Feelings come and feelings go,
And feelings are deceiving;
My warrant is the Word of God –
Naught else is worth believing.
Though all my heart should feel condemned
For want of some sweet token,
There is One greater than my heart
Whose Word cannot be broken.
I’ll trust in God’s unchanging Word
‘Til soul and body sever,
For, though all things shall pass away,
His Word shall stand forever!
― Martin Luther
Resolution #2 – The Priority of Evangelism and Discipleship in Church Growth
Before our Lord ascended from this earth, He clearly delineated the main business of the church in the Great Commission (Matthew 28:18-20; Mark 16:15; Luke 24:47; Acts 1:8). A proper exegesis of these passages reveals “the making of disciples” to be at the center of this commission.
While we recognize that the primary purposes of the meetings of the church are the corporate worship, edification, service, and fellowship of believers, not unbelievers (Ephesians 4:12), we affirm that local churches and the individuals that comprise their membership should always seek creative ways to connect with lost people in their communities.
A close look at the trend and overwhelmingly predominant philosophy and methodology of pastors and churches worldwide reveals attractional and manipulative methods of church growth. Unfortunately, even the fundamentalist movement has to some extent embraced such similar methods. These include techniques such as using innocent entertainment, amusing performances, sensational motivational speakers, and emotionally out-of-balance appeals for decisions, while the central truths of the glory and holiness of Christ, the power of His Word and His Spirit, and the claims of the gospel often receive a lesser priority.
Therefore, we, the Fellowship of Fundamental Bible Churches, resolve to endeavor to keep the Great Commission at the center and forefront of our ministerial efforts, and that we faithfully go about the work of making disciples by planting the seed of God’s Word in the hearts of unbelievers:
watering, fertilizing, and prayerfully asking God to give the increase (1 Corinthians 3:7).
Furthermore, we resolve to exemplify to our churches “the work of an evangelist” (2 Timothy 4:5), while faithfully endeavoring to make disciples by developing redemptive relationships with each soul the Lord providentially places in our lives and not leaving new believers to flounder in immaturity.
Lastly, we resolve to give a proper, lower priority to allowable but peripheral means of church activity, while using the God-ordained means for church growth so that the honor and glory may be God’s alone.
Resolution #3 – On Christian Education
The education of children is a responsibility given to parents by God (Deuteronomy 6:1-12) and the training of our children (Proverbs 22:6) includes the teaching of our children. Proverbs 1:7 tells us that “the fear of the Lord is the beginning of knowledge.” Colossians 2:3 tells us that “all the treasures of wisdom and knowledge” are hidden in Christ. Proper instruction in any area of study must begin with the fear of the Lord and an understanding of and focus on Christ. Psalm 78:1-7 challenges parents to show “the generation to come the praises of the Lord” and to “make them known to their children” so that they might “set their hope in God.” Ephesians 6:4 specifically challenges fathers to “bring them (their children) up in the nurture and admonition of the Lord.” These verses and others present to every father and mother a compelling responsibility to obey God by training and teaching our children.
Public schools and secular colleges are also driven by religious belief and practice. The religion is humanism, which essentially focuses young people on themselves and away from God. God is not welcome in most public institutions of learning. Nearly all of the instruction begins with the premise that there is no God. This presents a dangerous environment for the children of Christian families and is destructive to the youth of our country.
Therefore, we, the Fellowship of Fundamental Bible Churches, promote and encourage Christian education. We are thankful for Christian homeschoolers, schools, colleges, and universities, and we commend the investment and sacrifice that many families are making for Christian education! We challenge Christian educators to stay the course, to refuse compromise for the sake of enrollment or finances, and to do all they can to keep their respective places of Christian education open. Finally, we ask that you pray for Christian families to commit to education with a biblical foundation and that God would preserve our Christian homes, schools, colleges and universities!
2016 Resolutions
Approved by the Pastors and Delegates meeting in Annual Session at Tri-State Bible Conference, Montague, NJ, August 8-11, 2016.
Resolution #1 - On Gender Identity
Whereas gender identity issues, gender expression, and transgenderism have traditionally been considered psychiatric disorders[1], and
Whereas the “progressive movement” in our country is projecting on our culture the most radical social views of Secular Humanism, including all kinds of sexual perversion, and
Whereas the acceptance and legalization of these views will destroy the traditional/biblical concepts of family, and
Whereas laws requiring acceptance of these views, and accommodation for those who practice sexual perversion, are negatively affecting religious liberty and liberty of conscience, and
Whereas the Bible condemns these views and practices by clearly stating that God created mankind as male and female (Genesis 1:27), which facts cannot be dismissed on the basis of one’s feelings; and by declaring the perversion of gender identity to be an abomination to God (Deuteronomy 22:5):
Therefore, we, the Fellowship of Fundamental Bible Churches, condemn sexual perversion of every kind, and identify sexual perversion as any practice outside the limitations on sexual activity proclaimed by God in His Word.
We also call upon executives, legislators and judiciary on all levels of government to protect religious liberty and the liberty of conscience of all people, while attempting to accommodate the legitimate rights of all citizens.
We further call on pastors, other religious leaders, churches and Christians in general to aggressively proclaim God’s truth on every subject; to stand as the conscience of the nation in regard to spiritual and moral issues; to engage in the process of government, which was ordained by God but forsaken by many of God’s people; to pray; to vote; to possibly run for office; to seek to influence those in office; and finally to prepare for the day when Christians may be forced to choose between bowing to Christ or bowing to government; and resolving to choose Christ:
For by him were all things created, that are in heaven, and that are in earth, visible and invisible, whether they be thrones, or dominions, or principalities, or powers; all things were created by him and for him: And he is before all things and by him all things consist. And he is the head of the body, the church: who is the beginning, the firstborn from the dead; that in all things he might have the preeminence (Colossians 1:16-18).
Resolution #2 - Prayer Alert
Colossians 4:2 Continue in prayer, and watch in the same with thanksgiving…
Arguably, the greatest work of the church and every believer is prayer. God has promised to hear the prayer of faith and then to answer according to His perfect will (2 Chron. 7:14; Matt. 21:22). Prayer is the life-breath of the Christian and is the avenue of talking to God, showing a joyful, humble dependence on His will.
Jesus Christ, the sinless Son of God, prayed often (Matt. 14:23; Mark 1:35; Luke 22:41-45; Heb. 5:7). The early Church is found praying often throughout the book of Acts (1:14; 2:42; 4:24; 6:7; 12:5, 12; 13:3; 16:13, 25; 20:36) and Scripture often exhorts God’s people to pray with verses such as
Jeremiah 33:3 Call unto me, and I will answer thee, and shew thee great and mighty things, which thou knowest not; 1 Thessalonians 5:17 Pray without ceasing; Hebrews 4:16 Let us therefore come boldly unto the throne of grace, that we may obtain mercy, and find grace to help in time of need; and James 5:16b The effectual fervent prayer of a righteous man availeth much.
Could prayerlessness be one of the primary explanations for the general anemia plaguing American Christianity, the moral declension within this great land of America, and few genuine conversions or laborers in God’s harvest field (Matt. 9:37-38)? Consider your church and consider your prayer life! Are the personal prayer lives and public prayer meetings of believers out of tune with the times in which we live? We are witnessing one of the most rapid moral declines in world history. Our young adults are turning from the faith in record numbers. Many of our churches are on life-support. Persecution against Christians around the world is at unprecedented levels. At the same time, most Christians do not make time to practice effectual fervent prayer. Many Christians do not attend the prayer services of their churches. If Jesus, the sinless Son of God, could not minister without a devoted prayer life, then how can we minister or live any differently?
A variety of reasons could be at the root of one’s apathy toward prayer… being ensnared by the affairs of this life and misplaced priorities, pride and arrogance, an undisciplined life, a misunderstanding of the purpose of prayer, or perhaps the biggest issue may be that one is not truly born again.
Therefore, we, the Fellowship of Fundamental Bible Churches, call on our own constituency
to repent of any prayerlessness, return to make prayer a priority in our personal lives, and to seek to make prayer the priority of our churches.[1]
Furthermore, we call on all true believers to seek the Lord in prayer before it is too late.
Resolution #3 - Election 2016
In America we have the privilege of voting in elections. It is our opportunity to be involved in our government. Our votes can be used to propel our chosen candidate into office and public service, or it may be used to block a candidate from reaching office. The next election will be held November 8, 2016 and will determine, among other things, the next President of the United States.
This is a difficult election for many believers. The major political parties have not produced a presidential candidate who fears God and honors His Word. Many are struggling to know who to vote for, or if they should even vote at all. Some Christians have already begun to challenge and judge others for supporting certain candidates. Voices have been raised on every side of the voting issue, with Bible verses used to attack or support every position. What is the Christian to do?
Therefore, we, the Fellowship of Fundamental Bible Churches, encourage believers “first of all” to pray for “all that are in authority” (1 Tim. 2:1-3) and to ask God for wisdom in this crucial election (James 1:5). Believers ought to know their candidates before they ever enter the voting booth. We believe you should vote! We challenge believers simply to see and use their vote as their voice, and to raise it for or against the candidate of their choice. Finally, we remind you that no individual candidate or party can preserve our nation. Ultimately the only hope for America is God and that is a challenge to us who know Him, not the masses who have never heard (2 Chron. 7:14; Ps. 33:12).
[1] Charles Haddon Spurgeon rightly observed “The condition of the church may be very accurately gauged by its prayer meetings. So is the prayer meeting a grace-ometer, and from it we may judge of the amount of divine working among a people. If God be near a church, it must pray. And if he be not there, one of the first tokens of his absence will be slothfulness in prayer.” Metropolitan Tabernacle Pulpit, vol.19, p.218

2015 Resolutions
The following resolutions were passed at our annual conference meeting from August 10-13 at Tri-State Bible Camp & Conference Center.
A Call to Biblical Preaching
Evidence of the dearth of powerful biblical preaching today is clear and compelling, being evident in many of the sermons on radio and television, internet sites, and the printed page. Multitudes of churches are starving spiritually while being exposed to massive meals of extravagant entertainment. While there are many gifted communicators in ministerial positions, far too often their typical sermons are short, shallow, and superficial. They usually appeal to the emotions and flesh rather than to the mind and heart. There seems to be an insatiable desire to be contemporary, relevant, and popular.
On the other hand, some pulpits are merely lecterns in seminary classrooms. There is often good educational presentation alone minus heart appeal, spiritual encouragement, and individual application. Such preaching is sterile and lacks the power of God. Preachers need to understand that the Bible is timeless, personal, and true. It is God’s authoritative and authentic revelation of His truth to man. Therefore, it is imperative that all pastors and preachers, with the enablement and power of the Holy Spirit, to earnestly preach the entire counsel of God. As Paul instructed young Timothy, Preach the word; be instant in season, out of season; reprove, rebuke, exhort with all longsuffering and doctrine (2 Tim. 4:2).
Therefore, we, the Fellowship of Fundamental Bible Churches, reaffirm our commitment to the eternal, inerrant, and infallible Word of God. We strongly urge all men called and gifted of God and publically confirmed by believers in a local church to teach and preach the truth with conviction, compassion, and clarity. While our preaching styles may vary, our proclamation should be scriptural, expositional, systematic, and theological. In this day of confusion and compromise, we must regain the art of preaching and, without fear or favor, exalt the Savior, expound the Scriptures, edify the saints, and evangelize the sinners.
Challenges and Closings of Christian Colleges & Seminaries
The landscape of our fundamentalist Christian Colleges is changing and has changed in dramatic ways. Within the last decade, schools such as Pillsbury Baptist Bible College, Calvary Baptist Seminary, Northland International University, Tennessee Temple, and most recently, Clearwater Christian College, have merged or closed their doors. These were schools that for many years were faithful to the Scriptures in doctrine and practice, and though we may not have agreed in every area with them, we do remember them as serving a vital role in the training of Christians and the defense of the faith.
The overall trend for fundamental Christian schools is one of decline. Schools are struggling for students, funds are low, and programs are being cut. These are challenging days. There will no doubt be other historic institutions that will face the possibility of closure or reduced program offerings. Why are Christian schools closing? While it comes down to money, there are a host of factors and challenges to consider, such as: 1) changes in a compromising direction and the loss of core constituency, 2) the challenge of affordable tuition, 3) the appeal of secular community schools due to cost and connection to home, 4) churches and pastors are not encouraging young people to go away to Christian college, and 5) a decrease and decline in our churches.
Therefore, we, the Fellowship of Fundamental Bible Churches, recognizing the general trends in our movement, believe that Bible colleges and seminaries are needed to train the next generation. The movement of Biblical Fundamentalism is indebted to many good institutions of higher learning. Many men and women inside and outside our churches have been trained for ministry and/or equipped for living the Christian life in this world. Further, we will strive to promote and pray for the schools that remain.
The Free Exercise of Religion
The First Amendment of the Bill of Rights provides for and protects religious freedom and “the free exercise thereof” in our Country. The exercise of religion involves how we live and includes how we worship! Over the years this amendment has been challenged and defined by those wanting to limit and even remove our religious freedom.
The Religious Freedom Restoration Act of 1993 “prohibits any agency, department, or official of the United States or any State from substantially burdening a person’s exercise of religion even if the burden results from a rule of general applicability.” Since 1993 twenty-one states have enacted religious freedom legislation. Most recently have been the states of Indiana and Arkansas. Sixteen states have introduced legislation in 2015 regarding the creation of or alteration to a state religious freedom law! Why is there a need for this kind of legislative action?
Attacks on religious freedom and the free exercise thereof are on the increase in our country. The Supreme Court decision of June 26, 2015 in favor of same-sex marriage has emboldened opponents of God, the Bible and those who truly believe it. Baronelle Stutzman of Arlene’s Flowers, in the state of Washington, is being sued by the state Attorney General and two men, for not providing flowers for their same-sex marriage. The court has ordered that both the state and couple can collect damages and attorney’s fees against her business assets and her personal home and savings! Aaron and Melissa Klein of Oregon have been fined $135,000 for declining to bake a cake for a lesbian commitment ceremony! On July 6, 2015, Judge C. Allen McConnell, of Toledo, OH, declined to marry a “non-traditional” couple based on his personal and Christian beliefs. He is being questioned and threatened by various officials, LGBT defenders, and the ACLU. The Atlantic published an article on July 14, 2015 (“Gay Marriage and the Future of Evangelical Colleges”) which suggests federal funding should be withheld and tax exempt status removed for Evangelical colleges whose policies refuse to admit openly gay students. These are only a few examples of what is happening and what is coming in our country.
Kansas Governor Sam Brownback issued an executive order on July 7, 2015, protecting clergy and churches from lawsuits over their refusal to participate in same-sex marriages. Texas, Oklahoma and Louisiana have passed or ordered similar protections and Tennessee legislators are considering one. These efforts are both necessary and appreciated!
Therefore, we, the Fellowship of Fundamental Bible Churches, stand with governors and states in their efforts to protect religious freedom. We believe in the right of conscience for every American, which guides their practice, which flows from their belief, which is their religion! We believe that marriage is between a man and a woman, as decreed by God (Genesis 2:18-24). Finally, we encourage pastors and churches to stand, graciously and boldly in these days, determined to “obey God rather than men” (Acts 5:29; 1 Peter 4:12-19; John 17:14-16).
Transgenderism: One More Sad Expression of Society’s Acceptance of Sexual Deviancy
Early in 2015 it was announced that a popular TV star and Olympic hero (gold medalist of the 1976 summer Olympics) was transitioning to becoming a woman. On June 1, Bruce Jenner announced on Twitter that “she” is a woman, now known as Caitlyn, saying “I’m so happy after such a long struggle to be living my true self. Welcome to the world Caitlyn. Can't wait for you to get to know her/me.” The same day the Vanity Fair cover featured Caitlyn’s public debut. Almost immediately, the news story became a sensation on social media and TV with many politicians, celebrities, and commentators hailing Jenner as courageous.
Not surprisingly, the pop culture has been largely accepting and congratulatory of Jenner and others who have transitioned. This was seen when Jenner made “her” first public appearance on July 15 at the ESPY Awards in Los Angeles, where “she” received the Arthur Ashe Award for Courage. To further glorify the sexual change of Jenner, a TV series, I Am Cait, premiered in late July with 2.5 million tuning in.
To those who embrace the Bible as the infallible and authoritative Word of God, transgenderism is against God’s created order (Genesis 1). The tragic human drama of gender transition is but one expression of sexual deviancy running shamelessly in our day. We are troubled by all forms of homosexuality, sex before marriage and outside of marriage, pornography, and any other sexual sin forbidden by God - the judge of all the earth. Biblically, the times in which we live are evil and growing worse (Eph. 5:16, 2 Tim. 3:12-13). While Christians should have a loving and scriptural answer for those caught up in or facing temptations with regard to transgenderism, what is behind all sexual deviancy is a sinfully depraved heart that rejects God and His truth.
Therefore, we, the Fellowship of Fundamental Bible Churches, are grieved by the actions of those who seek happiness and acceptance apart from God and His Word through a new sexual identity. Such happiness is a façade, merely hiding a soul that is depressed apart from God and in turmoil looking for lasting happiness. We believe the answer is found in Jesus Christ who alone can save the sinner by His grace and transform him into the image of Jesus Christ. When a sinner believes the gospel, he then has a new identity (now a Christian) and is accepted in the beloved (Eph. 1:6). We further believe that transgenderism is wrong because God Himself establishes our identities as man or woman; man cannot change his gender. To do otherwise is a revolt against God’s created order. Whether you are a pastor or layperson, each is called upon to minister with gentleness, firmness, and with scriptural clarity in days of great confusion.
2014 Resolutions
Attacks Against Religious Freedom (November 2014)
Whereas, Houston Mayor, Annise Parker, recently subpoenaed the messages and personal communications of five pastors in the Houston area. Subsequent pressure from the state’s Attorney General, Greg Abbot, and Christians across the Country has caused both the Mayor and City Council to back away from this action.
Whereas, in Idaho, Hitching Post owners, Don and Lynn Knapp, have been directed to perform same-sex weddings under threat of fines or jail time. Thankfully, a federal lawsuit against the northern Idaho city, Coeur d’ Alene, has been filed.
Whereas, these are just two recent examples of attacks coming against Bible-believing pastors and people. We understand the real issue in both cases is the violation of our First Amendment rights. If the issue of same-sex marriage can be used to dismantle the First Amendment, then we can be sure many more attacks will come! The efforts to silence the truth will only intensify in these last days (Psalm 2, 2 Timothy 3).
Be it resolved that we, the Fellowship of Fundamental Bible Churches, stand with the pastors of Houston, Texas against this unconstitutional attack on First Amendment rights. We also support the Knapps in their lawsuit to defend their religious beliefs.
Be it further resolved, that we will uphold and honor the First Amendment, and speak loudly and clearly about any attempts to violate its speech and religious protections.
Be it finally resolved, that regardless of political and policy changes or judicial challenges, we, by the grace of God, will “obey God rather than men” (Acts 5:29). Let us determine to speak the truth in love (Ephesians 4:15)… for we know that only “the truth shall make you free” (John 8:32).
Reflecting on 75 years as a Fellowship of Churches
2014 Resolution #1
Whereas, God directed in the hearts of godly pastors and delegates to stand for doctrinal purity and contend for the faith (2 Corinthians 6:14-18); and
Whereas, these men in 1939 at Atlantic City, NJ were willing to walk out of the merger (1) of several
Methodist denominations to form what is today known as the United Methodist Church (2); and
Whereas, this new merger took place despite differences in doctrine and practice; a group of ten ordained pastors, seven supply pastors, with about sixty other delegates and friends withdrew to Scullville, NJ. As they left the church, they sang “Blessed Assurance,” “All Hail the Power of Jesus Name,” and “Tis the Old Time Religion;” and
Whereas, the testimony of the Eastern Conference of the Methodist Church was continued by those men and the name of the organization was changed in 1940 to the Bible Protestant Church then, in 1985, to the Fellowship of Fundamental Bible Churches; and
Whereas, the FFBC, on this seventy-fifth anniversary, still stands upon and contends for the ”old Book and the old faith” (Jude 3);
Be it resolved, that we, the Fellowship of Fundamental Bible Churches, meeting in Annual Session at Tri-State Bible Conference, Montague, NJ, August 11-14, 2014, will continue:
(1) to stand for the truth of the Word of God for which many have paid the price,
(2) to preach the Word of God in our pulpits,
(3) to proclaim the gospel message to a lost and dying world, and (4) to raise our banner high for our Savior, the Lord Jesus Christ, giving Him the praise, honor and glory.
Be it further resolved, that we remember those that have laid the foundation of our testimony for Christ and build upon that testimony a body of believers fit for the Master’s use.
----------------------------------------------------------------------------------------------------------------------------------------------------------------------------------
(1) For details on this refused merger, see the book How God Delivered 34 Churches by Newton Conant.
(2) These Methodist denominations were the Methodist Episcopal Church, the Methodist Episcopal Church South, and the Methodist Protestant Church.
Biblical Creationism, Not Up for Debate
2014 Resolution #2
Man has long struggled to recognize God as creator of the heavens and the earth. Man has chosen to worship the creature instead of the Creator (Romans 1:19-32). The modern debate is recognized as between biblical creationism and evolution. Charles Darwin’s book in 1859 “On the Origin of Species” provided ammunition to those who deny God and has led to much debate about the origin of life and the power that sustains the universe. The theory of evolution has been taught as scientific fact to recent generations. This belief has led, most recently, to the “Debate of the Decade,” February 4, 2014, between Bill Nye “The Science Guy” and Ken Ham of Answers in Genesis.
The question of the debate was “Is Creation a viable model of origins in today’s modern scientific era?” Bill Nye provided no credible evidence for evolution and no reason that creation is not a viable model of origins. Bill Nye simply suggested that belief in God and the Genesis account of creation is unreasonable, unbelievable, and laughable. The reaction of Bill Nye and other unbelieving evolutionists comes as no surprise based on Bible passages like Romans 1, Psalm 2, and 2 Peter 3.
While we understand that Biblical Creationism must be accepted by faith (Hebrews 11:3), we appreciate Ken Ham’s cogent statements and responses and the courage to stand on Scriptural truth. With a major audience tuning in, it was clear that “there is a book,” namely the Bible, which affirms Biblical Creationism as a viable model of origins!
Therefore we, the Fellowship of Fundamental Bible Churches, meeting in Annual Session at Tri-State Bible Conference, Montague, NJ, August 11-14, 2014, applaud and encourage the efforts of Ken
Ham and Answers In Genesis, The Institute for Creation Research, Beginning With Genesis
Ministries and other ministries that boldly research and teach Biblical Creationism. We further implore pastors and churches to to teach that Creation took place over six literal, twenty-four hour days, and that the Genesis account of Creation is truth!
A Call to Moral Purity and Protection in the Church
2014 Resolution #3
One does not need to look far to realize moral impurity abounds and has snared both non-Christians and Christians of all ages. Sexual addiction is real. Pornography is an epidemic - being a 14 billion dollar a year industry. Immorality before and during marriage has become more and more acceptable. The reasons for trouble in the area of purity are not only because we live in a godless, desensitizing culture, but the root problem is man’s inherently wicked heart. Scripture calls believers to moral purity (Hebrews 13:2, 1 Corinthians 7:1, 1 Timothy 4:12, 5:22) and to guarding one’s heart (Proverbs 4:23).
Sadly, one very specific manifestation of immorality and impurity is the matter of sexual abuse of children. The Bible is clear that the lives of children are precious and cherished as valuable to God (Matthew 18:6; Ps. 127:3). Such sin was once virtually unheard of, but unfortunately, more and more devastating events like this are affecting and impacting local churches. By God’s grace, this resolution is not being written in response to a known case of abuse in one of the FFBC churches. However, there are men in ministry and/or some associated with a church who have grievously sinned in this way.
Therefore we, the Fellowship of Fundamental Bible Churches, meeting in Annual Session at Tri-State Bible Conference, Montague, NJ, August 11-14, 2014, do graciously remind and firmly exhort pastors and people of the following:
We must each strive to live a pure life. Guarding our thoughts is a must, confessing not hiding our sin is essential, and accountability is a safeguard.
Pastor – you must never risk your moral testimony. Be discreet in dealing with a person of the opposite sex who is not your wife or family member. Do whatever is necessary and appropriate so your integrity is not questioned (Titus 1:7).
Pastor – you must know the law in your own state concerning reporting suspected abuse. You have not only a scriptural obligation but a legal obligation in reporting sexual abuse. Romans 13:1-7 teaches us that government is ordained by God to punish evil. It is very unwise to remain unprepared to deal with a sexual abuse crisis (Proverbs 22:3).
Pastor - Exercise due care in the local church with those who work with children. Wisely implement polices to protect both children, employees, and volunteers.
We must be committed to lovingly and carefully helping the victim of sexual abuse or sin. Affects of abuse can be devastating and enduring. Don’t be naïve and think that sexual sin will never happen in “your” church; the problem is more widespread that you may think.
We believe and are assured that our God can bring healing and spiritual growth to those harmed and sinned against, and he can also forgive a person of any trespass (1 John 1:9). We further believe that our God is sovereign in all things and can God be trusted (Ps. 103:19; Romans 8:28, 11:33-34).
2013 Resolutions
A Message Worth Sharing
2013 Resolution #1
The Gospel is the “power of God unto salvation” (Romans 1:16), and “the preaching of the cross is to them… which are saved… the power of God” (1 Corinthians 1:18). Bible-believing Christians who have been blessed and changed by this power have a message worth sharing; it is the gospel of God’s grace. This mandate from the risen Savior (Matthew 28:18-20) is to be taken seriously by true believers and is to include unreached people groups of the world. We rejoice in the many restricted-access countries where the Gospel message is being shared at great risk by those who proclaim it, and with eternal blessing to those who respond to it. This is a message worth sharing!
While we grieve for those who suffer because of their faith, we also glory with them for the privilege to share in the sufferings of our Lord (Philippians 3:10). We have “this treasure in earthen vessels, that the excellency of the power may be of God, and not us” (2 Corinthians 4:7).
We, the Fellowship of Fundamental Bible Churches, meeting in Annual Session at the Tri-State Bible Conference, in Montague, NJ, August 12-15, 2013, urge our churches toward a global perspective on missions. In this perspective there are thousands that pay a dear price every day for their faith in Christ, and these dear brothers and sisters need to be remembered before the throne of grace. We further commend all mission agencies who hold to the fundamentals of the faith for their compassion toward the unreached people groups of the world, and for their passion to preach the gospel to these that are perishing. Frontline Missions, among others, is to be commended for targeting many unreached people groups with this Message Worth Sharing.
Supreme Court Ruling
2013 Resolution #2
The Supreme Court of our land has ruled on two major cases on the same-sex marriage debate this past June, and the lesbian, gay, bisexual, and transgender (LGBT) community is elated. The United States vs. Windsor case was a direct challenge to the Defense of Marriage Act (DOMA). The key issue in this court case was the equality of same-sex couples. DOMA, a federal law that passed both houses of Congress by large majorities and signed into law by President Bill Clinton in 1996, did not recognize same-sex marriages for insurance benefits for government employees, Social Security survivors' benefits, or the filing of joint tax returns. THIS was overturned by the 5-4 Supreme Court decision in June of this year.
The second case, Hollingsworth vs. Perry, challenged the Equal Protection Clause of the Fourteenth Amendment which prohibits the State of California from defining marriage as the union of a man and a woman. Many remember that Proposition 8 was on the ballot in that state and passed in 2008. Voters made clear their intention that "only marriage between a man and a woman is valid or recognized in California." THIS was overturned, again by a 5-4 decision, making same-sex marriage legal again in California.
We, the Fellowship of Fundamental Bible Churches, meeting in Annual Session at the Tri-State Bible Conference, in Montague, NJ, August 12-15, 2013, while respecting the Supreme Court Justices, believe that the court should not be redefining marriage. God took care of that when He made Adam and Eve. We further caution our churches on this matter as these two cases will open the flood gates to same-sex marriage and eventually lead to further demands by the LGBT crowd. Churches will become entangled in future lawsuits on these very matters, and we will have to be ready to pay the price. We must stand our ground on what Scripture says about this perversion and affirm that this is a learned behavior and sin. We further urge our constituency to reach out with compassion to these various ones who need to come to an understanding of the Gospel and be delivered from such sin.
On the Election of a New Pope
2013 Resolution #3
After the first papal resignation in 600 years, the Papal Conclave elected Cardinal Jorge Mario Bergoglio to serve as the 266th Pope of the Roman Catholic Church in March of this year. Cardinal Bergoglio is highly admired for his rejection of luxury and his compassion for the poor. He became the first member of the Jesuits (the Society of Jesus) to be elected to the papacy and he became the first pope to choose the name “Francis.” This name is to signal an emphasis on simplicity, love for nature and people, and humility during his time at the helm. Evangelicals, like Rick Warren and Louis Palau, applauded his election and called for unity between evangelicals and Catholics. Timothy George even declared that Pope Francis is “Our Francis,” and called for evangelicals to “enthusiastically join arms with the Catholic Leader” in Christianity Today (June 2, 2013).
Our Jesus holds the highest office of the church and, sadly, the position of pope is man’s continued effort to usurp the seat of Christ. Our Jesus is our God and our intercessor, not Mary, to whom the Pope prays as well as to other dead people. Our Jesus is the One Who provides the only way of salvation through His death, burial, and resurrection, and the Pope’s ideas that salvation can come through the church and through works is a false gospel. His declarations that people will go to heaven even if they don’t believe on Christ are erroneous.
We, the Fellowship of Fundamental Bible Churches, meeting in Annual Session at the Tri-State Bible Conference, in Montague, NJ, August 12-15, 2013, affirm our belief in the following: Christ is the head of His church - not the pope; Christ is the only way of salvation - not the Roman Catholic Church; and salvation is by grace alone through faith alone - not good works. While we commend the Pope for his care and compassion on the poor, we declare that God alone is our Holy Father Who is mighty to save, and we reject the calls to embrace the office of the pope and false gospel of the Roman Catholic Church. We further reject the call to uniting with the RCC when such a religion is opposed to biblical Christianity.
Genuine Love Speaks the Truth
2013 Resolution #4
One of the prevailing winds within society today is that speaking out against sin is unloving. In fact, it is common for Christians to be labeled as judgmental, bigoted, uncompassionate, or intolerant just because something is called sinful. In turn, many have been duped into not saying anything. This is no doubt a tactic of our adversary the Devil to silence Christians from exposing sin and leading sinners to Christ (2 Corinthians 2:11). While it is true that some professing Christians can be demeaning, unloving, and un-Christlike in the way something is stated, that does not mean that speaking the truth is unloving. The Bible teaches us that we are to speak in love but by all means we must speak the truth (Ephesians 4:15). Helping someone escape the shackles of sin or false belief is not judgmental; it is biblical (John 7:24).
Our Lord and Saviour Jesus Christ was a friend of sinners and loved people, but there were times when he exposed sin (Matthew 23:13-33; John 8:11). The Apostle Paul himself likewise taught of the necessity to reprove the unfruitful works of darkness (Ephesians 5:11) and to preach so as to reprove, rebuke, and exhort with all longsuffering and doctrine (2 Timothy 4:2). The times we live in demand courage from all Christians. Sometimes it is not easy to tell a person they are wrong; but to love a person enough to tell them the truth is an act of compassion.
We, the Fellowship of Fundamental Bible Churches, meeting in Annual Session at the Tri-State Bible Conference, in Montague, NJ, August 12-15, 2013, do encourage Christians to have the courage to speak out against sin in our day. As we speak, let us do it in love with the desire that there be conviction and repentance. We must also humbly examine our own hearts to make sure we are not harboring unconfessed sin in our lives (Psalm 139:23-24; Matthew 7:3-5). May God help our churches and our people to speak the truth in love.
In Appreciation for Faith George
2013 Resolution #5
Faith George came to Tri-State Bible Camp and Conference Center in Montague, New Jersey first as a summer staff member in 2007 and 2008 and then moved on to full-time staff in September of 2008. During that time, Faith has been a tremendous asset to the camp and tremendous blessing to those who have known her. Faith has served the Lord at Tri-State in her primary role as the camp cook, but has also served the Lord at Tri-State by performing the housekeeping and cleaning of the camp facilities in the off-season, playing piano for the camp services, helping with the office and other projects, and overseeing and mentoring the young ladies and other staff that have served under her at the camp. She is known for her servant's heart, her joyful spirit, and her love for the Lord.
In God’s will and according to His timing, this is Faith’s last camping season at Tri-State Bible Camp. We, the Fellowship of Fundamental Bible Churches, meeting in Annual Session at the Tri-State Bible Conference, in Montague, NJ, August 12-15, 2013, do thank the Lord for her ministry and express our appreciation to Faith for her labor of love in the Lord. She will be greatly missed. We wish her God’s best in her future marriage and as she serves the Lord together with her husband.

Resolution #1 – On Support of Israel
Whereas, over 4,000 years ago the LORD appeared to Abram he was in Ur of the Chaldees to call him away from his home and family to go to the land of Canaan (Genesis 11:31–12:4, Acts 7:1-3 and;
Whereas, Abram obeyed the call of God and went to Canaan, yet at that time did not receive it as a possession (Acts 7:5) and;
Whereas, the LORD promised Abraham that He would give it to him as a possession, and to his seed after him as an everlasting possession (Genesis 17: 6-8, Acts 7:5) and;
Whereas, the LORD narrowed that promise to Abraham’s son Isaac (Genesis 17:19, 26:1-4) and finally to Abraham’s grandson Jacob, whose name God changed to Israel, and to Jacob’s seed (Genesis 35:10-12);
Therefore, be it resolved that we, the Fellowship of Fundamental Bible Churches, meeting in Annual Session at the Tri-State Bible Conference in Montague, NJ on August 9-12, 2021:
1 – that we fully support the God-given right of the nation of Israel to exist and possess the land in which the people of Israel now dwell; recognizing the land God promised them far exceeds their current borders (Genesis 15:18-21);
2 – that we decry and condemn anti-Semitism in any way and at any time;
3 – that we defend the right of the nation of Israel to defend itself politically, diplomatically and militarily;
4 – that we do not intend this resolution to imply that the FFBC approves every aspect of the life and practice of the Israeli people or government;
Whereas, the Holy Scriptures, which are inerrant and infallible, the ultimate standard of faith and practice, and are fully sufficient to address the pressing problems of the individual and of society and
Whereas, God is the Creator and Judge of all men, who sent His Son Jesus Christ into the world to die for the sins of the world, providing forgiveness for men of every tribe, tongue, and nation; and
Whereas, God, in demonstrating the riches of His grace, has reconciled all those who have placed their faith in Jesus Christ, both Jew and Gentile, in one body by the cross (Ephesians 2:16), thereby bringing peace; and
Whereas, those who have trusted Christ as Savior are called to fidelity to the Word of truth, having been warned of those who would “spoil you through philosophy and vain deceit, after the tradition of men, after the rudiments of the world, and not after Christ” (Colossians 2:8); and
Whereas, Critical Race Theory (along with the Social Justice movement and Black Lives Matter) finds its roots in Marxist ideology, which espouses atheism and dialectical materialism, tenets which are antithetical to “the faith which was once delivered unto the saints” (Jude 1:3); and
Whereas, Critical Race Theory uses Marxist categories to distort biblical truth, utilizing the dichotomy of the oppressor and the oppressed in the context of racial and ethnic differences, obfuscating biblical truths which proclaim the sinfulness of all men and the necessity of the new birth through faith in the finished work of Christ; and
Whereas, Critical Race Theory emphasizes the collective guilt of society at the expense of individual responsibility; and
Whereas, Critical Race Theory exalts the use of power to achieve its objectives, in opposition to the model of servant-leadership exemplified in the teachings and example of our Lord Jesus Christ;
- that all people, whatever their ethnicity, come from one man, Adam, and share the same family tree belonging to one race - the human race (Acts 17:26).
- that all people are made in God’s image and, therefore, all lives have intrinsic value and dignity (Genesis 1:26-28; 9:5-6; James 3:9).
- that all men are sinners by nature and by choice (Romans 3:10-19; 5:12; 1 Corinthians 15:21-22), and are subject to the curse visited upon mankind after the fall (Genesis 3:17-19).
- that God is no respecter of persons, proclaiming His grace to all people (Acts 10:34-36; Romans 2:9-11), and offering salvation to all men through faith alone in the atoning work and bodily resurrection of the Lord Jesus Christ (Acts 11:13-18; Romans 1:16; 3:21-24).
- that all those who have accepted Christ as Savior, no matter their ethnicity, have been brought into union with Christ; that “by one Spirit are we all baptized into one body, whether we be Jews or Gentiles, whether we be bond or free” (1 Corinthians 12:13), and are “fellow citizens with the saints, and of the household of God” (Ephesians 2:19).
- that all of God’s people are called to demonstrate kindness and compassion to others of every ethnicity, especially to those of the household of faith, while reaching out to a lost and dying world with the transforming message of the Gospel (Mark 16:15; Matthew 28:18-20). As Christians, we are also called to hate what is evil, scripturally and lovingly exposing it (Romans 12:9; Ephesians 5:11).

The individual racist need not exist to note that institutional racism is pervasive in the dominant culture. This is the analytical lens that CRT uses in examining existing power structures.
Whereas, all civil government is setup and removed by God and ultimately accountable to Him (Daniel 2:21; Romans 13:1);
Whereas, even bad civil government is better than no civil government at all, due to the fall and enduring sin nature of all men (Romans 13:3-4);
Whereas, the duties of all Christians to civil authorities include giving them our submission (Romans 13:1-5; 1 Peter 2:13-14), our honor and respect (Exodus 22:28; 1 Peter 2:17), the timely payment of our taxes (Matthew 22:17-21; Romans 13:6-7), our prayer as model citizens (1 Timothy 2:1-2), and possibly serving in a political office to be an influence for good (Matthew 5:14-16; examples of Joseph, Esther, Daniel, Nehemiah);
Whereas, God is the final authority of every believer (1 Chronicles 29:11-12; Psalm 103: 19; 115:3; Isaiah 45:18; Daniel 4:35; Ephesians 1:11);
Whereas, Christians may at times find it necessary to disobey their civil authorities in order to obey God’s commands or to avoid doing what God forbids (Matthew 22:21; Acts 5:29); and
Whereas, the consciences of individual believers and Christian leaders will result in a spectrum of legitimate applications of the biblical principles articulated above (Romans 14:2);
Therefore, be it resolved that we, the Fellowship of Fundamental Bible Churches meeting in Annual Session at
the Tri-State Bible Conference, in Montague, NJ on August 11, 2020:
- affirm the above biblical principles concerning civil government;
- urge all FFBC members and those in member churches to thank and trust God regarding the civil government He has ordained and to fulfill the aforementioned duties;
- urge all FFBC members and those in member churches to “obey God rather than men” courageously whenever Christian duty to civil authority conflicts with Christian duty to God; and
- urge all FFBC members and those in member churches to graciously love brethren who may differ from them on the application of the biblical principles articulated above (Romans 14; Galatians 5:13).
As a fellowship of New Testament believers who are humbly seeking to live like Christ . . .
- We affirm that the Scripture nowhere indicates that Christians must be like the world in order to win the world to Christ. A Christian who is like the world “preaches” another Christ and another gospel (2 Corinthians 11:4; Galatians 1:6-7).
- We affirm that the pure gospel has never ceased to be relevant even when Christ’s gospel-bearers live counter-culturally. Forgiveness through the blood of Christ is always available to any repentant sinner (Luke 5:32; 2 Corinthians 7:10; 1 John 1:9).
- We affirm that Christ always showed tolerance to being in the company of unbelievers (Matthew 11:19), while simultaneously repudiating their sin and living a life of perfect, holy obedience (John 8:11). We must maintain a firm “no tolerance” stance towards evil, living righteously (Romans 12:1-2; 1 John 2:15-17), while lovingly reaching out to the people of this world, entrapped in iniquity (Colossians 4:5-6).
- We affirm that Christians who want to effectively influence others for Christ must be different from their culture. We must seek to be like salt, delaying and disinfecting the moral decay of our society by our strikingly virtuous lives; and we must seek to be like bright lights, exposing the error of our age by our purity, good works, and emphasis on the Truth (Matthew 5:13-16).
- We agree to stand as “strangers and pilgrims on the earth” (Hebrews 11:13; 1 Peter 2:11) together against the tides of immorality and perversion.
- We are prepared to boldly endure persecution for our faith, should God so ordain, while “having [our] conversation honest among the gentiles,” following the example of Christ (1 Peter 2:12, 20; 3:16-18; 4:16).
- We agree to actively kindle our passion for Christ and for winning the lost around us, to bear the image of Christ in bold and compassionate truth, and to carry the banner of the cross with honor for the glory of God.
Feelings come and feelings go,
And feelings are deceiving;

As they left the church, they sang “Blessed Assurance,” “All Hail the Power of Jesus Name,” and “Tis the Old Time Religion;” and
Whereas, the testimony of the Eastern Conference of the Methodist Church was continued by those men and the name of the organization was changed in 1940 to the Bible Protestant Church then, in 1985, to the Fellowship of Fundamental Bible Churches; and
Whereas, the FFBC, on this seventy-fifth anniversary, still stands upon and contends for the ”old Book and the old faith” (Jude 3);
2012 Resolutions
One Generation to Another
2012 Resolution #1
God’s plan is for each generation to teach the next generation about Himself and His mighty acts (Psalm 145:4; Judges 2:10; Matthew 28:19-20). The effective imparting of this truth requires personal diligence, prayer, and an understanding of the times in which we live. It also requires a commitment on the part of God’s people to teach accurately “the whole counsel of God” and to model true godliness before a watching world. The Apostle Paul’s words to young Timothy in 2 Timothy 2:2 are instructive… “And the things that thou hast heard of me among many witnesses, the same commit thou to faithful men, who shall be able to teach others also.” Until the Lord returns for His church, this generation of Christians must be concerned and moved to action to impact the next generation for the glory of God. Our goal is that others might learn to “fear God and keep His commandments” (Ecclesiastes 12:13) as well as know that He is a God Who is “plenteous in mercy” (Psalm 103:8).
Therefore, we, the Fellowship of Fundamental Bible Churches, meeting in Annual Session at the Tri-State Bible Conference, in Montague, NJ, August 13-16, 2012, call on Bible-believing churches to seek to reach this next generation at a time when many are walking away from the faith and claiming to be disinterested or disillusioned. We call on Pastors and church members to recognize the disintegration of the family in our society and seek God for ways to reach the children of broken homes. We call on Pastors to seek to mentor young men like the Apostle Paul did with Timothy and Titus, and we commend those within the FFBC who have mentored men for the ministry.
We further call on pastors, Christian leaders and parents to make sure they themselves are growing “in grace, and in the knowledge” of Christ (2 Peter 2:18). It is important to have an active walk with Christ if we are to reach the next generation effectively.
A Solemn Protest
2012 Resolution #2
When Israel desired Saul to be king, they came before God’s prophet with the announcement, “We want to be like all the nations” (1 Samuel 8:5, 20). The LORD would instruct His servant to grant them their request, yet Samuel was to “protest solemnly unto them, and show them the manner of the king that shall reign over them” (1 Samuel 8:9). The point is: there are times when God’s people must rise up in protest over the policies and practices of government.
The present administration in Washington, D.C., continues to enslave future generations in America by their financial policies and “bail outs,” and they are taxing people to buy health insurance or be penalized. Their relentless pursuit of bigger government and expanding social programs will lead to the ultimate demise of this great nation. Further, this present administration continues to sanction perversion by advancing the homosexual agenda while disparaging biblical values and teaching.
We, the Fellowship of Fundamental Bible Churches, meeting in Annual Session at the Tri-State Bible Conference, in Montague, NJ, August 13-16, 2012, do protest the liberal agenda of this present administration over these past four years.
We further call upon all Bible-believing Christians and conservatives to be certain to vote in the November election. It is time for conservatives to take back Congress and to elect men and women who represent the values that have made America great.
Standing for Truth in the Face of Danger and Unpopularity
2012 Resolution #3
Throughout history, God has called on His people to stand for truth even when it has been unpopular. In Noah’s day, Noah was a “preacher of righteousness” (2 Peter 2:5) while living in the midst of a people whose wickedness “was great in the earth,” and the thoughts of their hearts were “only evil continually.” In John the Baptist’s day, John stood up against the immorality of the king and faced imprisonment and eventual beheading because of his stand for righteousness (Matthew 14; Mark 6).
In our day, there are many forms of ungodliness that call for a clear response from those that would stand for the truth. One of those most rapidly advancing in our day is the continued rise of the movement to normalize, legitimize, and promote homosexuality and to silence those who would stand in opposition to the radical pro-homosexual agenda. This move to normalize what God has clearly condemned in both the Old and New Testaments (Leviticus 18:22-28; Romans 1:26-28) is already having a chilling effect on those who would speak God’s truth about these immoral and wicked behaviors. This effect is seen in prosecutions and legal threats in foreign lands for presenting the Bible truth on homosexuality1, in the comments of elected officials in Chicago, Boston and other cities in regards to the pro-traditional family comments of Chick-fil-A president Dan Cathy, and in the repeated attempts to silence those who have stood in opposition to their agenda by protests, boycotts, physical attacks and vandalism.
Those who promote this agenda often use fallacious arguments to promote their views. We reject the notion that homosexuality is a civil rights issue2. We also reject that speaking out in regards to this issue is necessarily “homophobic” or done out of “hatred.” Among the most loving things that can be done for someone living in sin is to point out to him his violation of God’s law – for it is the law that serves as a schoolmaster to bring one to Christ (Galatians 3:24). Further, the presenting of God’s truth by Christian people must always be coupled together with both firmness and genuine compassion.
While the voters continue to reject aspects of this agenda3, many powerful folks in politics and the media continue to push for its acceptance, including President Obama, who recently announced a change in his position on this issue to one of support for the legalization of same-sex marriage.
We, the Fellowship of Fundamental Bible Churches, meeting in Annual Session at the Tri-State Bible Conference, in Montague, NJ, August 13-16, 2012, do commit ourselves to continue to stand for Biblical truth and in opposition to the radical homosexual agenda. We commend organizations such as Chick-fil-A for recent comments supporting traditional marriage and the Boy Scouts of America for their recent stand against the gay agenda. We further call upon all those who love the truth to stand together and support those who also take the right stand on this issue, being reminded that “all it takes for evil to triumph is for good men to do nothing.”
In Acknowledgement of Dr. Franklin
2012 Resolution #4
Bob Jones University awarded Mark Franklin the honorary degree of Doctor of Divinity at their 85th commencement on May 3, 2012.
Dr. Bruce McAllister, who presented the candidate, shared several events in the life and ministry of Pastor Franklin. Mark was saved at the age of 12 through the youth ministry of Bethel Community Church. He graduated from Baptist Bible College, Clarks Summit, PA, in 1979 and was ordained to the Gospel ministry in 1981. He and Elizabeth Keep were married in 1980 and are the parents of four children. They have one grandchild.
The Hardingville Bible Church called young Mark as their pastor in 1982, and for thirty years he has served faithfully this dear flock at the country crossroads. The joy of his life is the pastorate. One of the special features of his distinguished ministry has been the Pastoral Internship Program. Eleven men have participated in this program and are now serving Christ in their own individual ministries. Several of them are members of the FFBC.
The University recognized him as a gifted preacher, and a humble and gracious leader in fundamentalism, who has served on the Executive Committee of both the FFBC and ACCC for twenty-five years. He has been president of our fellowship for three terms and is a noted speaker at camps and conferences. Pastor Franklin has traveled abroad on two occasions to teach the Word to pastors who labor in the persecuted church.
We, the Fellowship of Fundamental Bible Churches, meeting in Annual Session at the Tri-State Bible Conference in Montague, NJ, August 13-16, 2012, commend BJU for their recognition of Pastor Franklin for his positive leadership, his warm pastoral heart, his gifted pulpit ministry, and his diligent mentoring of young men for ministry. We also congratulate our dear brother and personal friend, and rejoice with him for God’s goodness and grace.
May the Lord continue to grant wisdom, strength, and guidance to you, Dr. Franklin, as His servant and messenger.
1 e.g. Supreme Court case in Canada, Saskatchewan Human Rights Commission v. William Whatcott.
2 See Voddie Baucham’s article “Gay Is Not the New Black” on The Gospel Coalition Blog. Among other issues is the fact that the homosexual community is not an identifiable minority with all the civil rights implication that this truth entails.
3 Presently, all 31 states where same-sex marriage has been on the ballot have voted against same-sex marriage.

2011 Resolutions
The KJV at 400
2011 Resolution #1
Four hundred years ago, May 2nd, the most important book in the English language was published. The King James Version of the Bible, first published in 1611, is still the best-selling book of all time. As the capstone of several attempts in the English language, the KJV is the greatest literary masterpiece in the English language and has been greatly used of God.
As a translation, we believe that the KJV is accurate and trustworthy. When Jesus picked up the scroll of Isaiah in the synagogue at Nazareth, He was, in fact, reading from a copy of God’s Word and spoke with all authority and confidence (Luke 4:16-21).The people of God can likewise have confidence as they read God’s Word in English.
We, the Fellowship of Fundamental Bible Churches, meeting in Annual Session at the Tri-State Bible Conference, in Montague, NJ, August 8-11, 2011, do celebrate these past four centuries of influence from this Bible translation. We rejoice in the way that God has used this translation in the past and continue to commend its use today. It has always been God’s desire to have His Word preserved, and for His people to have confidence in His Word. We appreciate the way the KJV has been the English standard for these four centuries and we continue to commend its use in our churches.
We further remind our pastors and churches to be cautious in their understanding of the King James Version. 1] We are not a “1611” Fellowship of Churches, 2] There is benefit in other Bible translations, and 3] No translation is flawless.
The Miscarriage of Marriage
2011 Resolution #2
The definition of marriage is once again under attack in our nation. Recently, the state of New York, under the leadership of Governor Andrew Cuomo, along with democratic senators, voted to legalize same sex marriage in that state. This happened chiefly because [1] a few Republican senators sided with the Democrats, [2] conservatives and Christians were out maneuvered by the lawmakers, and [3] the Roman Catholic hierarchy seemed ineffective against such power in the state senate.
This has led to a miscarriage of marriage. The pressure is on in the state of New Jersey and other states to accept that which God calls an abomination. Genesis 2:24 defines marriage as a union of a man and woman. The man is to leave home and cleave to his wife, and they two are to be one flesh. Marriage is to be a lifelong covenant between a man and a woman! Hebrews 13:4 states that marriage is to be held in honor by all. Sad, but a culture that has already lost the sanctity of life is in great danger of losing the sanctity of marriage. We are being asked to sanction perversion [homosexuality], and will be asked to finance it. Homosexuality is a lifestyle that is learned.
We, the Fellowship of Fundamental Bible Churches, meeting in Annual Session at the Tri-State Bible Conference, in Montague, NJ August 8-11, 2011, do exhort our churches to uphold God’s definition and design for marriage between a man and a woman. We condemn the judicial action by NY State lawmakers in condoning homosexual marriage and call upon Bible Believing Christians to hold them accountable in November. We further call upon our pastors and churches to speak and to write on the issue as opportunity presents itself.
Judgment Day, Recalculating
2011 Resolution #3
Many travelers these days, while using GPS, will often hear the words “One moment, recalculating.” After May 21, 2011, the voice of Family Radio International, Mr. Harold Camping, is once again recalculating and states that Judgment Day has begun and the earth will be destroyed on October 21st. Since his initial book 1994, this teacher and radio voice has led multitudes astray with his heretical and fanatical teachings. This continues, even though the Bible clearly states that no man knows the day nor hour of our Lord’s return (Mark 13:32).
We, the Fellowship of Fundamental Bible Churches, meeting in Annual Session at the Tri-State Bible Conference, in Montague, NJ August 8-11, 2011, do remind our churches, that while a day of judgment is certain for all, the specific time of it has not been revealed by God (Hebrews 9:27, Revelation 20:11-15). Those who have claimed special knowledge, have set dates for the end of the world, or have claimed to know divine secrets have always been rejected by the Church and labeled as fanatics or heretics. Mr. Camping certainly fits such labeling.
We further encourage our pastors and churches to continue to teach truth, expose error, and warn the flock of the dangerous, heretical teachings of such men.
Our Fundamentalist Colleges and Seminaries
2011 Resolution #4
Since the early years of Fundamentalism, our movement has thrived and benefitted from good Bible institutes, Bible colleges, and seminaries as these schools have trained scores of men and women for ministry. Bible-believing local churches are indebted to such schools of learning. We commend those schools that are still faithful to the Word today in doctrine and practice. We are grieved at others who have drifted from their original intention to stand for truth. Bible colleges and seminaries are still needed to train the next generation.
Without naming specific schools, we applaud those who are able to 1] uphold the Inspiration and inerrancy of the Bible, 2] remain true to the Fundamentals of the faith, including the doctrine of Biblical Separation, 3] be relevant in our world without compromising Scriptural precept or principle, and 4] train future leaders to be students of the Word and servants in ministry.
We, the Fellowship of Fundamental Bible Churches, meeting in Annual Session at the Tri-State Bible Conference, in Montague, NJ August 8-11, 2011, do exhort our churches to promote and pray for those Bible colleges and seminaries that stand true to the Word of God. We further hold these schools accountable as they serve the churches.
